Rich in the Eastern States came up with a proposal to solve his mission's problem: Each of the other U.S. missions should immediately transfer 15 elders to his mission, elders returning from Europe should extend their missions in New York for a few months, and he should get all elders called in the future until his numbers were up to what he thought they should be.
